If you are going to charge to hear the explanation of a potential case, at least have the common courtesy of returning an email or phone call notifying the client that you will not be working with them. Or ask your assistant to do it. One sentence would be enough. The people coming to you are probably suffering anyway, and to be repeatedly ignored makes them feel that much worse.
